Ruth has nearly twenty years’ experience in commercial litigation, commercial loans transactions, tax and corporate advisory. She has represented Banks in enforcement actions, insolvency disputes, defective securities claims and asset finance and leasing matters. Her other areas of litigation experience include; commercial agreements, shareholders’ disputes and company liquidations. Ruth has also handled some of the unprecedented trademarks and drug regulations disputes in Uganda.

Ruth heads the firm’s tax practice and works to offer only the most prudent advice on various aspects of both national and international tax law. She advises on business set-ups, reorganisations, intra-group services agreements and transfer pricing issues. She previously worked with Deloitte Uganda as a Tax Advisor before founding Ligomarc. Ruth holds a Masters in International Business Law from the University of Manchester, UK. She is a member of the International Bar Association, the International Fiscal Association, Uganda Law Society and East Africa Law Society.

Ruth served as President of the Uganda Law Society for an unprecedented term of 3 years during the period March 2013- April 2016.

Ruth was promoted to the special rank of Senior Counsel at the Honorable Bar of the Republic of Uganda as of March 2018.

Steven K. Mugisha

Director Tax Services

Steven has previously ran a Tax and Audit Practice as a sole practitioner. His fifteen years’ experience covers; proactive tax risk analysis, tax strategy and management, tax advisory and planning, tax audits and computations as well as finance and accounting.

Steven has led teams that have developed transfer pricing documentation and has carried out comprehensive tax health checks for various clients. He has also helped business membership bodies to draft and prepare, submit and defend tax reform proposals to the tax policy department at the Ministry of Finance. He has led teams that have carried out business reorganization engagements and has helped with creating tax efficient structures for clients.

He is a Fellow of the Association of Chartered Certified Accountants of the United Kingdom (FCCA), a member of the Institute of Certified Public Accountants of Uganda (ICPAU), a graduate of Bachelor of Statistics of Makerere University Kampala and a member of the Board Risk Committee of the Parliamentary Pension Scheme.

Steven was earlier employed in Banking, the Tobacco Industry and the Oil industry. He has also previously taught ACCA Paper P4 Advanced Financial Management.
